How do I find debt relief?

My brother is on disability, does not work, has no assets. I heard that he can have his debt cleared by sending the letter of incompetence to each of of his creditors. Is this true?

   Bankruptcy. Best to get power of attorney to represent him, and contact the credit card companies on his behalf.

   Being incompetent is usually decided by the courts. If he is incompetent, then the card companies will cancel his cards, as he is not capable of carrying on this daily financial obligations.
