Chapter 128?

I live in Wisconsin and they have a debt relief law called chapter 128, has anyone done this? how did it affect your ability to buy a house, car, etc…? what did it do to your credit? can you file this without a lawyer? is it really as great as it sounds and if not what are ALL the drawbacks? thanks
