Wow, I’ve had close to the same experience — except I wasn’t sending validations letters, I was just getting letters from different agencies every month or two for the same debt.

You might try calling or writing the State Attorney General’s office (in your state — or visit his/her website — and file complaints, perhaps, against all the companies that wrote you… Too, ask the State Attorney what to do.

Also, maybe you could call county and city government offices and find out how you might get free or low cost legal advice or representation in the matter. They should have numbers for legal services. (The info may be Online, as well.)
